About Us

Lake Catherine Water Works (LCWW)/Riveria is and Non-Profit Water Authority that serves our resident members/users. We strive to provide safe, clean, and affordable drinking water and sewer service.  The constant maintenance of distribution lines and other assets (Supply tanks, pumps, valves, meters, etc.) are a large part of our job.  It's our goal to keep residents with continuous water and sewer services with limited interuption.

Interesting Facts

  • LCWW purchases treated drinking water from the City of Hot Springs
  • LCWW maintains our own sewer treatment facility
  • 4 Full-time and 1 Part-time Employees
  • Board of Directors consists of 5 resident members (appointed by the Garland County Judge)
  • Active Water Users:  825 (March 2026)
  • Active Sewer Users:  389 (March 2026)
    • 436 water users have "grandfathered" septic systems and are required to hook on to sewer when those systems fail
    • Septic System owners pay a sewer availability fee to maintain the system that they'll eventually have to connect to
    • As we get more homes built, economies of scale should contribute to more stable rates for sewer
  • Arkansas Legislature Act 605 and 925 rate studies regulate the minimum rates of providers.  These acts are in place to prevent systems from entering "financial distress" and/or insolvency.  Aging infrastructure, with no significant revenue increases, has contributed to over 30 water systems in Arkansas entering financial distress.
